SWAPDD provides administrative services for the Southwest Arkansas Regional Solid Waste Management Board. The Solid Waste District consists of the following six (6) counties: Calhoun, Columbia, Dallas, Miller, Ouachita and Union. The District Board of Directors has determined that the mission of the District is to: 1) Promote waste reduction and pollution prevention; 2) Maximize diversion of wastes through reuse, recycling, and composting; 3) Provide for the disposal of remaining wastes; and 4) Seek environmentally safe and cost-effective solutions in all of its programs, services and facilities. The District role in accomplishing this mission is to provide the necessary administrative and technical support to the individual jurisdictions in accomplishing their parts in the successful implementation of the mission. The District role in the development and implementation of effective solid waste management programs is to provide the necessary administrative and technical support to the individual jurisdictions in accomplishing their roles in an overall comprehensive integrated solid waste management system for the District. The role in the six main goal areas of the Statewide Solid Waste Management Plan to 1) Promote a complete rural and urban waste collection system with provisions for recyclables; 2) Maximize division of wastes through reuse, recycling, and composting; 3) Continue to provide for the disposal of remaining wastes; 4) Develop special materials programs as needed; 5) Develop a comprehensive public education program for all solid waste services; and 6) Seek environmentally safe and cost-effective solutions in all programs, services, and facilities. Solid Waste Programs by County/City
Calhoun County – The County operates their own mail box collection program with county employees, and operates their own class IV landfill. Class 1 material is transported to the Union County Landfill which is operated by Waste Corporation of America. The County operates the wood collection site and the Waste Tire Collection Center. A drop-off collection center in the City of Hampton is also available for recyclables. The system is funded by a one-cent sales and use tax. Columbia County – Columbia County has contracted with a private contractor for the operation of a comprehensive County-Wide curbside collection of household waste with recycling and yard waste composting. Residents are provided with once per week curbside collection of household waste, recyclables, and yard waste throughout the county. The funding is by a sales and use tax of one-cent. The municipal waste is transported to the District’s landfill in Union County and operated by WCA. Columbia County operates a Class IV landfill, the wood waste site and the Waste Tire Collection Center. Dallas County – The Dallas County Solid Waste Authority operates their own county-wide curbside collection system, and transfer station with all household and class 1 waste hauled to the Union County Landfill. The Authority provides weekly curbside collection to each resident of the County. The Authority offers drop-off recycling at the transfer station and collection of white goods for recycling on a telephone call basis. The Tire Collection Center is adjacent to the transfer station. The funding mechanism for these operations is a one cent sales and use tax. The County maintains a very active recycling program and a wood waste and tire collection centers. Miller County – Miller County operates four transfer stations. The collection is completely private haulers. The waste from the County is transported to a New Boston, Texas landfill. Miller County oversees the waste tire collection center and supports a compost program at the waste water processing plant for the City of Texarkana. Rural residents may either contract with independent haulers for curbside pickup or deliver their waste to the nearest compactor/transfer station. The transfer stations are located in the cities of Fouke and Doddridge. The Fouke site is also the waste tire collection center. Ouachita County – The County operates its own mailbox collection program with the waste transported to the Union County Landfill. The County operates a recycling drop off center, located in the City of Camden for all residents. The Waste Tire Collection Center is located at the recycling center on Highway 278 West in Camden. The waste program is funding by a sales and use tax. Union County – Union County operates its own mailbox collection program. Mailbox/curbside collection of household waste is available to all residents of the County and recycling is available to the residents through drop-off collection centers in El Dorado and Smackover. All waste collected in transported to the WCA Landfill in the County. Camden – the City of Camden operates the curbside collection of all MSW which is transported to a Pine Bluff Landfill operated by Waste Management. The City collects yard waste which is transported to the Ouachita County Collection site. The programs are funded with one-cent sales and use tax. El Dorado – the City of El Dorado operates the collection system for all MSW, which is then transported to the Union County Landfill. The City collects yard waste at the curb and maintains the compost and wood waste collection site. The City operates one recycle drop-off location and a Material Recovery Facility. The solid waste programs are supported with a sales and tax and the sell of recyclable materials. Magnolia – The City of Magnolia, in cooperation with Columbia County, has all of the MSW, yard waste, and recyclable materials collected by a private contractor. Smackover – The City of Smackover has the County to collect their MSW and the City operates a recycling drop-off center. Fordyce – The City of Fordyce has the Dallas County Solid Waste Authority collecting and disposing of the MSW generated within the City. Hampton – The City of Hampton has a private contractor collecting all MSW with disposal at the Union County Landfill. The Southwest Arkansas Regional Solid Waste Management District continues to maintain a very aggressive waste reduction and recycling effort. Recycling grants from the Department of Environmental Quality for Counties, Cities and non-profit recycling programs play an important part in the long-range goals of the Solid Waste District. Some of the grant funds received each year provides for a District-wide waste program. On an annual basis, over 16,000 tons of yard waste is ground and sold for boiler fuel. More than 5500 tons of recyclable materials are processed each year by the District’s various programs. SWAPDD administers the tire recycling program for the Solid Waste Management District. The program removes more than 175,000 passenger, truck and other types of tires annually from the District and works closely with the Chief Elected Officials with the abatement of illegal tire dump sites in the six county area.
